Thales is collaborating with Ubiqu on certified infrastructure for European Digital Identity wallets and qualified trust service provider capabilities under eIDAS 2.0, according to a 7 January 2026 joint announcement hosted by Ubiqu. The stack pairs Ubiqu’s Remote Secure Element with Thales Luna hardware security modules claimed at FIPS 140-3 Level 3 and Common Criteria EAL4+, so keys and sensitive operations stay in certified hardware.

Todd Moore, vice president of data security products at Thales, said the partners aim to make high-assurance identity “accessible to more Europeans while futureproofing against evolving threats,” arguing remote HSMs and certified remote secure elements are no longer niche. Boris Goranov, chief executive of Ubiqu, framed the work for governments and service providers preparing EUDI wallet programmes.

The announcement cites European Commission expectations that around 80% of Europeans could use EUDI wallets by 2030 for eGovernment, banking and healthcare. Certification claims include eIDAS High alignment and post-quantum-ready, crypto-agile deployment options across cloud, hybrid or on-premise — all as stated by the partners.

Deployment options span cloud, hybrid and on-premise so wallet issuers and QTSPs can meet local hosting and certification constraints.
